The market is expected to register an overall positive CAGR of 9.3% by revenue during the forecast period 2018-2023.

Implementation of Logistics and Trade Facilitation Masterplan (2015-2020): The Economic Planning Unit (EPU) has formulated the Logistics and Trade Facilitation Masterplan (2015-2020) which provides the strategic framework and roadmap to elevate Malaysia to be the “Preferred Logistics Gateway to Asia” by 2020. The government initiatives have supported the evolution of logistics companies in the new digital era with the provision of top-quality infrastructures such as the Digital Free Trade Zone (DFTZ), KLIA Aeropolis, new seaports, and rail connectivity. As of 2017, a total of 84 Integrated Logistics Services (ILS) projects have been granted incentives with investments valued at MYR 4.9 billion. A total of 10 ILS projects were approved in 2017 and further growth is expected, creating jobs for 468 Malaysians. In the transport sub-sector that covers maritime transport, aviation, highway construction, and maintenance; a total of 16 projects were approved with investments of MYR 4.5 billion, where MYR 4.3 billion was contributed by domestic investors, and MYR 237.6 million by foreign investors.

Consolidations, Mergers, and Acquisitions Driving the Logistics Industry: The current landscape of logistics players in Malaysia is fragmented with a large number of players across the value chain. In recent years, the industry witnessed many players consolidating to capture niche segments such as cold chain, or expanding into the courier, express and parcel space by riding on the e-commerce wave. These merger and acquisitions trends were supported by observations of higher margins and stronger revenue growth within niche 3PL and CEP segments. For instance, TASCO Berhad ventured into cold-chain services via the acquisition of Gold Cold Transport (GCT) and MILS Cold Chain Logistics (MCCL) in 2017.

Inefficient Transport Facilities and Infrastructure: Malaysia’s logistics capabilities are restricted by competing for transport facilities, with individual transport modes competing rather than complementing each other. Limited accessibility and connectivity to hinterland areas and poor integration with other transport modes resulted in lower demand for rail freight in Malaysia. Poor road connectivity to major ports caused delays and resulted in higher inland transportation and handling costs. As per the Logistics Performance Index 2018 published by World Bank, Malaysia was ranked at 41st position, lagging behind its neighbors – Singapore (7th rank) and Thailand (32nd rank) in the year 2018, thereby indicating the need for the development of infrastructure and trade logistics in Malaysia.
